Teacher effectiveness is the most significant factor in student learning, making teacher evaluation, feedback, and support essential for educational success. To meet the academic and postsecondary goals set by the Houston ISD Board, a comprehensive teacher evaluation and professional development system is crucial.
On Thursday, March 20, the Board will consider adopting the Teacher Excellence System (TES). Here are four key things to know:
1. TES Uses Research-Based Evaluation Indicators
Studies show that teacher evaluation systems that include multiple observations, student feedback, and student growth metrics are much more likely to predict student achievement gains. TES incorporates these best practices with:
- Teacher observation metrics based on multiple touch points throughout the year.
- Student academic outcome metrics that include measures of growth.
- Student surveys incorporated for teachers seeking a distinguished teacher designation.
2. TES Implements Practices to Promote Fairness
TES adapts its evaluation metrics to account for different grade levels and subjects, comparing teachers’ results to those of peers in similar roles. Additionally, evaluators must complete certification and ongoing training to ensure they provide accurate, consistent feedback aligned with district standards.
3. TES Aligns with Pathways to Additional Funding for Teacher Compensation.
Texas provides funding to reward and retain high-performing educators through the Teacher Incentive Allotment. To qualify for this funding, districts must implement a state-approved, high-quality evaluation system. TES meets these requirements, allowing HISD to continue its application process for additional funding to support teacher compensation.
4. TES Reflects Educator and Community Input
TES was developed with feedback from teachers, focus groups, and community stakeholders, including campus Shared Decision-Making Committees and the District Advisory Committee. This feedback led to valuable improvements, such as additional resources, professional development opportunities, and options to demonstrate professional growth.
Moving Forward: Recommendations for Successful TES Implementation
As HISD begins its first year with TES, there are key strategies to ensure its success:
- Implement with Fidelity: The system must be implemented accurately and consistently to maintain its integrity and impact.
- Clear Channels for Communication and Feedback: Ensuring educators fully understand the process, expectations, and available supports will maximize its impact and build trust.
- Ongoing Monitoring and Adjustments: To keep the TES system aligned with its goals, it should be evaluated annually, with necessary modifications to strengthen the system while retaining research-based practices.
TES is a robust evaluation system and an important step forward in ensuring that all students in Houston receive the high-quality education they deserve. Read our full joint statement.
